Add link to file: Keep navigation behavior is going to change

Hi,
following http://tracker.moodle.org/browse/MDL-20320 issue, the behaviors of "Keep page navigation visible on the same page" are going to be changed:
- The "Keep page navigation visible on the same page" option will concern any file type. (at this moment it works as explained into the Moodledocs: http://docs.moodle.org/en/File_or_website_link#Keep_page_navigation_visible_on_the_same_page)
- if you choose "No menu" or "Frame menu", the resource will be managed by the user browser. For example on a Mac, MP3 files will be played by Quicktime with these options.
- if you choose "Menu without frame", the resource will be displayed into an object tag. The tag is created following the file extension. For example, MP3 will be played by the Moodle flash player with this option.


Please test the patch and let us know your opinion,

Finally we came back to a solution that should please everyone:
* PDF are now displayed correctly
* no other behavior has been changed
Thanks to the people (Jon, Mauno,...) who tested the patches.
