Roles and permissions

It sounds like your server administrator has removed all abilities to access any roles other than the tutor, student and guest roles. If this is true, and these are the only roles that appear when you click on the assign roles link in your administration block, your site administrator will have to grant you rights to assign the "Lecturer" role. That would be my first step at this point, is to contact someone involved with the administration of your Moodle install.
