Feedback

We succesfully make use of the Feedback module on a course level. However, as an administrator it appears I have a possibility to give system roles to the feedback on site level (there's a block that says that I can do this).

I have tried to see what it does and what it allows us to use it for. I've also not found this being discussed or documented elsewhere.

Could someone explain this?
