I had the same problem, but I had not toggled the date restriction on in the forum settings. So, I should not have experienced this restriction.
I toggled it on and changed the dates to allow me to rate posts and now I can. However, when I returned to check the setting, it was toggled off again, but the new dates I entered remained.
