Send notification emails function is not working in Moodle 1.9.5+.
It sends a notification when a new user registers, account confirmation and Welcome email after enrolment to a course.
It also send email messaging as well.
However after adding grade and comments in Assignments and ticking "Send notification emails" does not send email to students.
What can I do to fix this problem?
Is there anyone has the same problem like this?

In the settings area for the assignment, check that you have enabled the 'Email alerts to teachers'. Please note that emails are not sent for Offline Assignments

It sends an alert to a teacher. However after giving a grade and comment, ticking Send notification emails does not send email notification to students.
I have upgraded from 1.8+ to 1.9.5+ a couple of months ago.
Do I need to check any files?

It seems to me that you have ticked all the right boxes I use v1.9.5 and have no problems with emails from assignments to students.
Have you checked your settings for the Cron?

and nothing in "Cron password for remote access".
Do I need to set it up?

Can I replace all the files in Assignment without causing any damage to the site?

Have a look at the Cron page in Moodle Docs, this has a great explaination what the Cron is.

Actually using cron solved another problem I had with 1.9.5+.
It did not start backup. I set it up a cron job from outside and it is doing backup.
However this still does not solve the original problem sending notification eamils when a teacher writes comment or updates a grade.
Is there any URL I need to visit for cron job to make it happen?
