Is it possible to create two-stage survey as follows?
After finishing the first survey, it will bring the student to the next one,
another survey or other page, according to his/her survey's result.

Moodle 2.0 will introduce conditional activities - so it may be possible to do this at some stage in the future.

Maybe a Lesson could be used for this?
A Lesson allows you to add Questions Pages and Branch Tables.
So you could create a pathway to different pages / questions based on selections made by the Students.
