It's Windows .. not exactly good at threading processes.. go for a nix platform instead ... actually 4 GB of ram is not much... even if you bump that up to 16, Windows might try and use most of it anyway and not much for Moodle & your MySQL left.
It is very easy to move your moodle db to nix.
I'd stick with Ubuntu for you.
