I was having the same problem. Turns out under course settings, the default enrollment role was set to "non-editing teacher." Of course, all the students in the course were now enrolled as non-editing teachers. So using the Assign Roles function, I put the students in the correct role and that fixed everything. Maybe there was an easier way to do this, but it worked for me.
