I've put together a specification for either a new moodle quiz module plugin or changes to the existing moodle quiz module.
The idea is very simple: students write and answer the questions, students rate the question, teacher edits, question goes into database.

I'm now actively seeking developers to write the necessary code.
Suggestions, requests for edit rights to the document are welcome.
