Tried to search but not found
i found place that let me lock the surname when bulk users
but its just for manual uploading users.

Helen is suggesting you use the Search box within the administration menu - see image. This search displays Full Name Format [fullnamedisplay] setting from within the Administration ► Security ► Site policies page.

here is a little patch i wrote to that specific issue (or similar?)

which enables First name + two letters of the last name
as in accordance with the Israeli BOE that is not allowing
to have student's Full name in any web framework.
