It sounds like your quiz is missing sufficient feedback to allow the students to discover the answer for themselves. The point of Hot Potatoes quizzes is for the students to be guided toward discovering new knowledge for themselves.
There are several steps you can take to increase the support your JCloze offers to your students:
- JCloze -> Options -> Configure output -> Buttons
- add a Clue button for each gap
... and add a decent clue to each gap - add a Hint button to the quiz
FYI, giving a "hint" in Hot Potatoes land means revealing the next letter of a correct answer
