I tried to use a quiz in a new course which I'd already created for a previous course. When I tried "add an activity" and selected QUIZ .. it only allowed me to "Add a new quiz" . I returned to the old course and edited the quiz to see if it had any properties binding it to only the original course but could not see any such thing.,.
How can I add this old quiz as an activity in my new course?

Go to the course you want the quiz in and click on course admin where it says import. Choose the course your quiz is already in - just select the quiz and none of the other activities and then import it into your new course.
When you import from one course to another you also have the choice of copying the course files, unfortunately it's an "All or nothing" approach, so if you choose to include the files you'll get them all!! I'm hoping 2.0 will see some improvements with this!
Depending on how many images you need for the quizzes and how many other files are in the initial course will probably affect your decision to import all the files or not - sometimes I find it's just as easy to download/upload the required images

what about putting the relevant questions into a category on a higher level? As Admin (or course category admin) you can create question categories on system level (and between). And than refer to these question categories / questions from several courses.
Would this work out?

Yes, you can create your questions in a category or site level Question Category however the users creating the quiz will need to have teacher access at those specific areas (Site level is a Front Page role and Categories have role assignments) in order to view and use the questions. There is discussion about this all through the Quiz forum, an example here. I'm unsure if you are an Admin or teacher (or both?!?)
Putting the images at site level would only work if you manually added the image URL into the question text as only course images appear in the 'Image to display' dropdown. Remember they need to be in a place that the users (students) will have access to.
If you don't assign your teacher to front page or category role are have your questions at a higher level Admin would have to create the quizzes too but it would depend on the number of courses I guess

What about exporting all questions and then re-importing them?
Also, don't forget to include some "random" question in your quiz to make sure all questions are saved in the backup -- default is saving used questions only, which uses to be a bad behaviour when you have trouble with a course in construction.
