Maybe I don't understand but the instructions appear on that page. Notice the line starting "cc "? That is the command line invocation of the c compiler.
Perhaps I should have asked earlier (but asked specifically about installing mimetex); have tested already the binaries shipped with moodle? I have not worked with it, but I understand there is a mimetex.xxxxx where xxxxx is your OS that may work with solaris. If you need help configuring the tex filter that is a different issue; if you copy mimetex to you cgi bin, set it as executable and use a suffix that will allow it to run you can test if it works right from the URL as in ...mimetex.cgi?expression
