thanks for researching the information about unicode files names.

In Frank's case, it seems to be the file content not the file name that is being mangled.

FYI, Hot Potatoes source files are XML files with ascii encoding. All non-ascii characters are encoded as HTML entities. This ingenious system allowed Hot Potatoes to operate across multiple operating systems at the dawn of the unicode era when operating systems and browsers commonly had a different encoding for each language. The result is that HP files are sort of unicode, but they can be treated as ascii by the operating system.
