It means or probably means or might mean that the file size you are attempting to upload exceeds the max set by Admin. Check max file upload size in your course (Settings) and check your import file size. If exceeding the max file upload size is the case, it would be nice if the error message said something to that effect instead of "missing parameter ID".
Thanks Tom - all information is useful - but in this case, its not the file size. I tried it again later in the day and for some reason it was fine (identical steps). Strange!
