Like Doug mentioned you have 30 minutes to edit the post, but the post goes live immediately. You may have to refresh the page however and in my experience the email notification if someone is subscribed is delayed, though the post itself is live and available.

If you create groups within the course via admin block > groups, you can set the groups to be visible only to those within the same group. (http://docs.moodle.org/en/group/index#Separate_groups) The when they post to the forum only those their group are visible.

But since the posts go live immediately, it sounds like this should work for you.
