now i am a new moodle admin and i want to ask if i can allow to course creators to edit there courses without upload any file for now
because there is temporary problem in our system prevent us from uploading any file in this time so we want to allow them work normally in there courses without uploading any files to our system at all ( allow them edit there course to view or hide contents and upload assignment (write there questions in the web page not uploading anything) )which not an uploaded file freely.

Well yes, there shouldn't be any problem with them just editing their courses but not uploading files - the simplest thing would be merely to tell them - rather than messing around with permissions as it is hopefully just a temporary problem you have.

As the site administrator, you can put the restrictions you need on certain roles for your given context through the Manage Roles feature.
