We have our maximum upload size set at 2MB at the site level, but we have recently been experiencing problems uploading files that are less than 2MB in size. Does anyone have any idea what might be the problem?

Can you work out roughly what the effective limit actually is? There are many limits involved here and the value may give us a clue.
The threshold seems to be about 500Kb.

I'm guessing this is not the server I know about ... I'm guessing it's the first item in the list in the FAQ under 'upload size'.
