We used to have moodle 1.4 on windows but recently my boss installed moodle 1.8 on linux. he wants to transfer the database on 1.4 to the linux database. Can this be done?

If you click on the Support tab above and follow Documentation and Using Moodle, you'll find information on INstallation.  Let us know is that doesn't help.

Yes basically, assuming they are both MySQL. I would recommend going to 1.6 first, then 1.8, then 1.9.4.
