I want to provide tamil editor in place of html editor OR tamil font to type(with character map) and save in tamil language.
if anybody can guide me how to solve this?

It might be possible to integrate such an editor - or a plugin - to moodle instead of htmlarea. Do you have any open source canditates or links?
For example Virtual keyboard plugin http://debugger.ru/demo/projects/virtualkeyboard/demo_inline.html
has tamil support...
