How do you turn off that annoying select words function in Windows

I have suffered long enough.
Please would someone tell me how to turn off the annoying way that Windows selects things by words rather than letters? Can it be turned off? Is it in fact useful.
There are instructions about how to do it in Word Pad here

But it seems to be global because it happens even in side this hmtl editor.
