Problem with Questionnarie Module

I have extracted the questionnarie module in /mod directory . My site is http://localhost/moodle .  when i tried to access http://localhost/moodle/mod/questionnaire/phpESP/   . I'm getting the mail Login screen . ie . http://localhost/moodle/index.php (but the point is i have already logged in as an admin user) ..

when i try to access http://localhost/moodle/mod/questionnaire/phpESP/manage.php , I'm getting the following error -

HTTP 503 Service Unavailable

[ Unable to load ACL. (Table 'moodle.mdl_questionnaire_designer' doesn't exist) ]

Can any one please tell me,  what's the problem ? Am i missing any configuration ?

I'm not 100% certain about this, but in installing other modules, I have found I had to go to the main admin page before the module would install itself. After that you may need to add the module and from there you should be able to add a questionnaire.

It sounds like you didn't visit your admin page after extracting the module. You need to visit the admin page to complete the installation. It will do tasks such as completing the database setup.

I think this fact should be noted on the page where modules can be downloaded. I only got it to install by chance when I revisited the admin page, but it wasn't until I read another post here that I understood what happened. I had mistakenly thought maybe it was a cron thing..
