That seems a bit daft. The stated purpose of the "group mode" course setting is to set the default group mode for new activities. What if I want to view grades by group, but I don't want to change the default setting?
I can't see why (a) these 2 independent settings should be linked or (b) why anyone would want to turn off the ability to view grades by group in the first place (though I wait to be corrected on that point).
