Problem upgrading to 1.7 and 1.6 from 1.5.4

I am having a problem upgrading from 1.5.4 to 1.6 and 1.7 (I tried both to see what would happen.) Here are my sys specs:

OS- BSD
PHP- 4.4.3
MySQL- 5.0.27

It runs through the beginning of the install.. and says everything is fine... then when it asks to download the config.php and move it over (which I do)... then when I click next... it kicks over to the mainpage of the website and doesn't finish the install...and its not connecting to any of the databases. As well, nothing connects over...

I have made upgrade so that I upload new version of moodle to a folder "moodleX" and copy config.php from earlier version to that folder. Then I change the name of old moodle folder to "moodleY" and rename "moodleX" to "moodle" (or whatever the original name is).

When I login as administrator upgrading has no problems and there is no need to update config.php
