Acutally, if you don't have permission to do anything with certain questions, should you see them in the list at all?

I think sharing cart uses core backup and restore internally.

Except: how big are your sections? does ti work to just put all the questions in each section on one page? Then normal sequential navigation will work.

It is possible to add anything - given enough effort - but I am not sure easy or hard this would be to do free navigation in sections, but sections in order. I can see UI issues to resolve, like how will students indicate they have finished one section and are ready to move on? (I am sure it is all solvable. But it needs to be thought through.)

Also, these plugins work with Moodle 4.3 and 4.4 (at least they do for us) even if the plugins database had not been updated to say that.

I assume that the MFA plugin uses the setting Logged IP address source from Admin -> Server -> HTTP - but as Brett says, for that setting to work, you need your load-balancer to be configured to do the right thing.
