You are looking for anything suspicious. A search for 'Error' would be a good start.
1. This is mostly about people and processes. Software can help to some extent in enforcing the rules - but you have to work out what the rules are first. And software that thries to enforce rules, gets it slightly wrong, and so prevents you from doing something that you should be able to do is very, very annoying.
So it may be better to enforce your rules on paper, outside Moodle, and leave Moodle as it is.
Having said that, the new question bank in Moodle 1.9 gives you a clearer record of who last edited each question, and gives you more control over how you organise your question bank, which could go a long way towards helping to manage whatever processes you decide you need.
2. is a moderately frequent feature request, and is in the tracker. However, I am not going to have time to work on it any time soon. You could probably get a long way towards it by making a print stylesheet for the quiz - or just add some @media print { ... } rules to whatever theme you want.

You need to regrade the quiz. Click on the results tab, then the regrade tab.
