Not automated, but one solution would be to force subscription to your news forum. Then, you could add news in the form of links to "what's new" this week, etc.

That all depends on what you mean by "content." If you mean adding content to a forum, that is possible. If you mean adding a link or a web page, that is not possible.
What I do in my course is message all of my students when I have added a resource of particular importance. However, I try to do this as rarely as possible. Frequent emails about "updated course resources" tend to find the trash bin quickly.

Fixed in two seperate places:
- changing the course description
- login
- go to your course page
- click the "Settings" link in the Administration menu
- edit "Summary"
- Save Changes
- changing "facilitators"
- return to your course page
- select "Assign Roles" in the Administration menu
- select "Teachers" or "Facilitators" (whichever appears for your installation)
- remove all users not facilitating that course from the list on the left
- save changes
To the best of my knowledge (and someone correct me if I'm wrong), when you backup your school Moodle, you should get that backup in a ZIP file? It is that entire ZIP file that you want to upload into your course file structure. With that file present, a "Restore" option will appear at the right of the Files table when you're looking at your newly uploaded page. Moodle will unzip everything into place for you.
