I see why you posted here but I am not 100% sure it wouldn't be better in an assignment forum...it doesn't really affect enrollment in the course - it affects the way the assignment works - I can move it over there but will let you decide...

Also, you appear to have a mismatch in your collation - you said you updated the db to utf8mb4 but you set the config file to utf8...you need to fix that...

Did you by chance delete the cache folder in your core code instead of in moodledata folder at some point?  How exactly did you update the journal plugin?
