What theme are you using?

You should be able to click on the short name of the course in the navigation trail:

The thing is, if you use Moodle as it should be, a user is not "designated as a teacher" throughout the site - they just teach in individual courses and so when they are not in their course, they are not a teacher. Hence the need to make a system role. 

Have you followed the instructions to set up the Course requester role?

You need to do this as a system role.

Well if you are using 3.11 then the standard way of seeing where to request courses is via a button on the All courses page. See the 3.11 docs Course request

Check if you see that with the standard Boost theme.
