Well first of all see the Site registration documentation and if none of the suggestions help you then use the contact form near the bottom of the page to contact us. Or if you don't mind your site URL being public, post it here and I will remove the previous registration for you. (I work for Moodle HQ and look after site registration issues and if you contacted us via the form I would be the one replying)

It says you are viewing the assignment with the role of student. You don't see the submit button if you have switched your role to student. You need to log in with an actual student account (even a test student)
