Hello Al and welcome to Moodle I am going to move your post to the General Help forum as it covers a couple of separate issues. I am really sorry you are struggling with the settings - as for the PDF assignments - UnoConv is really tricky. Have you explored the alternative way of converting documents which is Google drive - link in this page: Document converters ? (MoodleCloud has its own purpose build document converter; it's a shame you had to move from MoodleCloud.) Also- do your students have to upload documents? Could they use the online text option?

As for messaging, do any emails come out , for example from forum posts? Have you made sure that email is checked in the default notifications in Site admin > Messaging >Notification settings? I am sure they are, as it is the default, but just asking so we can rule out the obvious things before someone with more knowledge about these problems comes along.

How about Site administration > Users > Accounts >Bulk user actions and filtering those whose authentication is manual?
