You add quiz questions from the site not the app.
Well Moodle is based around courses so they would have to enrol or be enrolled in a course to access the questions (in short) . You could offer them a series of Choice activity instances with only one choice - "No" so if they reply No to a question then they get to see the lessons/activities for that software, but if they have the software then they don't need to respond to that Choice and won't be shown anything. (Actually that was the first idea that came into my head and it might not be the best, but it is Saturday evening and I am waiting for dinner to cook so maybe my brain is not on top form just now - but there are definitely ways to do what you need

If your users are enrolled into your course when you ask them the questions, then the solution is easy because you can use the standard Restrict access and Activity completion features. If they just log in to the site but are not enrolled in any courses, it is slightly harder but there are still ways you could do it. How do you envisage your project to be working?

Hello Martin and welcome. I am going to move your post to the General help forum because, although there is a lot that can be developed in Moodle, I suspect you can do much of what you want by undertanding how standard Moodle works and using existing plugins.. so I will just move your post to there. You don't need to do anything; just wait for some replies.
