You didn't say which Moodle version, but you can look at the security fixes- which are made public after they have been fixed - to see if your version might have any of those security issues.
Also look at the versions in the Moodle Developer Release notesand explore the section Security improvements

If you want completion of the third course to be based either on the grade of a module 1 course or a module 2 course then you would have to add both courses as subcourse activities and use an "either/or" activity completion set up. So for example, make completion of a page saying Well done - you have completed this module to be marked complete when a student gets an appropriate grade in either module 1 or module 2. I hope I have explained myself.

Yes Visvanath. We use the subcourse plugin
When someone completes all the courses in the program then they are marked complete in the Program and certificate course you reference and that will release the certifcate upon payment of the fee. We haven't added the version block to the Program and certificate course because the course doesnt change from one version to the next -the individual courses get updates -but it is certainly something we can add if it is felt to be worthwhile.

Each of the indvidual courses within the program (not the program course itself that you linked to) has a side block giving the version it uses. Currently the courses in the Admin Skills program are on Moodle 5.0.
