Re AFAIC what I would like to hear is an answer to, "I would highly appreciate, if the moderator could give an advance warning ..." Yes, mentioning in advance that a thread has been split or removed is covered in the training the new moderators will get. In the meantime, I'm afraid that 5.1 discussion is just so long that it would be too time consuming to figure out what happened. But as we say in Moodle HQ "Assume positive intent".

Hello Visvanath. When was this? Are you sure the subthread hasn't just been split and moved elsewhere? It's tricky to troubleshoot in retrospect, so you might just have to move on from this one.. but just to let you know that, following on from Marie's post Focusing for the Future and task re-allocations, moderation of Moodle.org will be done by members of the Moodle support team, in different timezones. They are going through a training course on moderation so hopefully actions will be clearly explained in future.

There is a free course on Moodle Academy called Data protection which you should take. There is also some documentation on GDPR although some of it refers to earlier versions of Moodle.
There are some suggestions in the documentation Creating SCORM Content but some of it might be out of date.
