Yes - it was a decision taken (in a non-public tracker issue) Here is some of the text there:

The forums on Moodle.org are set to lock posts after one year of no activity. This was originally set to prevent old threads from being brought back to life after long periods of inactivity. At some point, all the forums in Moodle were set to lock the threads after one year of inactivity.

The problem with this approach is twofold:

  • It isn’t always clear as to why the forum thread has been locked.

  • Some less-active forums ended up with all the threads locked which makes it appear less “friendly” for people wanting to open a new discussion in that forum.

There is in fact  this issue as well. MDL-87228
 
(We can always manually lock specific discussions if it seems they are attracting spammers.)
