Not sure exactly what the problem is with assigning teachers. Did you want the teachers' names to be hidden, perhaps?

As far as groups are concerned, you can first

1. enter your course as a teacher and click on groups in the admin menu
2. create a group
3. assign students to that group

Now that you have a group with some students in it, you can

1. create an activity
2. choose to make the activity available to groups
