Hmmm... I do have a meta course and German I and II are its children. When I add a resource to the meta course, it does not automatically show up in German I and German II. I can link to it, though, and it is accessible to members of German I and II.
Should the resources I create in the meta course automatically appear in its children? Or am I misunderstanding what you have said above (quite likely)?
