Yeah, I should have checked, which I did just now.
a) Laragon is another graphical user interface (GUI) https://laragon.org/docs. As with all GUIs, steroids or not, great, when they work. When not, you have to consult an astrologer.

But when people talk of localhost, you know that it is a desktop Windows. Either way, there are only a handful of discussions in these forums on Laragon.

What is "moodle 511"? Do you mean the point release https://moodledev.io/general/releases/5.1/5.1.1 ?
