People want simple answers to simple questions. It an irony that experts can not answer the simplest question. Therefore they sometimes pluck figures out of the air!

What you say is Moodle does not even try to send mail to _some_ users although others in the same situation get mail? A bug in Moodle of that scale is not known to me. There was a confusion recently caused by an upgrade of the PHPMailer in Moodle. See for example: "Moodle 2.9.1 email config for outlook.office365.com" https://moodle.org/mod/forum/discuss.php?d=321521#p1293434.
Try to confirm that PHPMailer is not trying to send mail, see this post "SMTP PHP debug messages disappear" https://moodle.org/mod/forum/discuss.php?d=316222#p1289850.
A wild guess: Check in the database table user, field emailstop. Any pattern?
