I wonder whether taking a Course backup of the old course without user data and then Course restore it to a new course will make a difference.

I think, you'll have a better chance in a thread of your own. Just ask the moderator to split the discussion. Simply visit the Report to moderator link in your post. In fact, it is the preferred way rather than duplicating posts.

There have been many reports of questions/categories growing exponentially.

Note that, I said, "_if_ we are talking of democratic decision making" because you came in and voted for question versioning. The OP voted against. But there is no such ballot, therefore irrelevant. And I'm not available to take an irrelevant path.
