That's because there is currently no-one working on the Glossary activity bugs. It's one of those Moodle activities I call "orphaned" or "semi-orphaned". That was the case of the Lesson activity, until quite recently our friend Jean-Michel Védrine decided to invest all his time in solving bugs which had been reported and remained un-fixed for many years.
