Some servers do not accept some command (I forget which) in the procedure which installs new language packs on a Moodle site. This started with 1.6 so nothing new in 1.7dev. When this is the case, you should see this warning message:

Because Moodle can not connect to download.moodle.org, we are unable to do language pack installation automatically. Please download the appropriate zip file(s) from the list below, copy them to your /moodlesite/12/d141942315/htdocs/wsb3906903801/moodledata/lang/ directory and unzip them manually.

But this does not seem to be your problem exactly.

Sorry can't help any further,

Joseph

PS.- If someone could suggest a solution to the permissions problem generating the error message I printed above - other than changing web provider - I would be quite pleased.

Hi John,

Apart from abiding to the exact syntax for coding embedded (Cloze) type questions, you have to be very careful not to have any "hidden" carriage returns (or line-breaks) within your question text. Do you actually type your embedded questions in the provided Embedded question HTML editor in Moodle? Or do you do any copy-and-paste from another text editor, or from (horror!) MS Word? If you do, then you risk all sorts of formatting errors.

Unfortunately, due to your confidentiality agreement you cannot post here the exact contents of one of your problem-causing questions, so we cannot see exactly what the problem is. Anyway, do check that you have no hidden line breaks in your questions (use the HTML toggle source button to make sure.
