Even if it were possible (with a lot of work, as Mike says), the idea of needing a timer for a survey type activity such as Questionnaire seems strange to me.

Sorry Vincent, I do not understand your problem. Are you talking about the Lesson activity or the Label resource ? Can you be more specific or provide a concrete example or a screen capture ?

Which version of moodle are you using ? are you using the latest 1.9 version ?
It works for me ; the New entry button appears for students. Maybe you restricted some capabilities for the student role at site level in your moodle site?

I'm afraid moodle 1.8 is very old stuff. Version 1.9 has been available for quite some time now and I strongly advise you to upgrade to 1.9 (and to the 1.9 version of Questionnaire, which is much better than the previous version).

On the Modules and plugins, on the Questionnaire page, click on Download latest version or Download for Moodle 1.9 (they're exactly the same).
To check that you've got the latest version, on the Download in text format page, this is what you should see (options to include choice text).
