What if the student moves and gets a new phone number or email or address? Surely then they need to be able to update their Moodle profile, no?

Your expectations are correct. Unfortunately this is a bug in Moodle, which was reported almost 2 years ago as MDL-20131 [Glossary_random block does not list and use global glossaries] and has not been fixed yet. You may wish to add your vote to the bug report. You need to be subscribed to the bug tracker to add your vote.
