I'm not sure that's what the OP means by "minimal grade". From what she wrote I guess what she wants is to automatically assign a mark of 0 (zero) to those students who did not attempt the quiz in the set period.

Attention, tu fais la confusion classique entre l'activité Test/Quiz de Moodle et l'activité Questionnaire, qui est un plugin additionnel.
