I'm afraid you have misunderstood Oliver's initial post. He is not asking about the automatic handling of updating H5P libraries, which is a task automatically run by the Moodle cron. He was asking about the absence of a feature to automatically update existing H5P contents when a newer version of the library/ies they use has been updated by cron. That is a different issue...
To answer your question, as far as I understand (and with behaviour observed on Drupal and Wordpress), older versions of H5P libraries are kept available (and get displayed on the Moodle site / Manage H5P content types) for as long as they are used/needed by contents which are using them. On Drupal, libraries which are not or no longer being used are clearly marked, so they can be deleted without fear of causing problems.

On Moodle, it is not clear, because all content types and libraries have the Delete icon available! This is a real interface problem.
