"ELB, Autoscaling, EFS, RDS..."?? What are all these things?

What have you done to investigate what Moodle is "doing" while it is taking "too long". I have heard of Cloudfare but know nothing about how it works. What is its timeout set to? Is it reasonable?

What Ken said is the next step. Switch on Debugging and get a trace of exactly where the error happened.

Also worth checking, if you switch to the core Boost theme, does the problem go away?

Check that actual users have the permissions you think they do. In a course, pick an actual user and the capability you think they should have but can't do. Just an example of each is a start...

* Go participants > Check permissions (drop down towards top left)
* Find the user
* Show their permissions

Is the capability allowed?
