You are straying into "multi tenancy" here. You probably want to look at www.iomad.org or Moodle Workplace.

That docker site has every bit of Moodle you might want. I'm assuming that it's trying to run a version of the mobile app for Moodle. I've never heard of anybody using the term 'app' for anything else. But that's just a client for Moodle. You still need a Moodle "site".

I read that page and *completely* missed....

Sigh....
If I create a user account and add them to a web service I have the option of allowing them to see the documentation for just those services (I think).
How do they do that? I can't find it documented anywhere.
