I'm going to say "no". You can edit existing activities but not create new ones. It probably wouldn't be too hard to write a local plugin to provide this. The tricky bit is that each activity has its own unique settings.
You're assuming it's a parameter error but it's not. The error is happening somewhere else. Try turning on Debugging to see where this is happening.
You *might* get an answer here but the chances are that most people who frequent this forum don't use this plugin.

Create a new database, assign a user/password to the database and then change the database settings in Moodle's config.php to point to it.
