Where is says "Enrolled users" in bold type, towards the top left of your screen shot, note the little down arrow next to it. You'd be forgiven for missing it - not great UX at all. Click that and select "Check permissions".

"In your course, go to Participants and then change the dropdown at the top-left to 'Check permissions'. Pick a user who you believe can change their own grades (and should not) and check whether or not they have this capability. We can go from there."

I didn't ask you if something worked or not... I asked you to check a user's permissions in a course to see if they have that capability or not.
It's unlikely to be a bug as nobody else is reporting it.
